How to Run a Leadership Strategy Offsite That Works

How to run a leadership strategy offsite in Dubai that ends with decisions, owners and a 12-month plan, not a deck. Agenda, timing and who to invite.

Most leadership offsites end with agreement on the day and very little change by March. The plan is usually fine. What's missing is a set of decisions that each leader owns and can still explain three months later.

This guide covers what a strategy offsite is for, how to structure the two days, who to invite, when to run it, and what the team leaves with. It draws on the agenda I use when facilitating strategy workshops for leadership teams in Dubai and abroad.

What is a leadership strategy offsite?

A leadership strategy offsite is a working session, usually one or two days away from the office, where the senior team agrees where the company is going, what it will stop doing, and who owns each result. It's different from a team-building retreat, which is designed to strengthen relationships rather than produce decisions.

The test of a good offsite isn't the energy in the room. It's whether the leaders can each name their priorities, their measures, and their deadlines a quarter later, without opening the slides.

Why do most strategy offsites fail to change anything?

Most offsites fail because they produce a long list instead of a few choices and because ownership stays with the CEO. When a leadership team tells me their last offsite didn't stick, the cause is usually one of these three:

  1. Too many priorities. Fourteen priorities come out of the room because each leader protected their own item. Nobody gave anything up, so nothing was really decided.

  2. The CEO arrives with the answer. Leaders pick this up within the first hour and keep their input to the edges. What comes out is the CEO's plan with the team's comments on it, and they treat it that way once the quarter gets busy.

  3. Plans are mistaken for strategy. A plan lists the work. A strategy decides where to compete and what to give up. Most offsite whiteboards I see are full of plans. I've written more about the difference between a plan and a strategy.

How do you structure a two-day strategy offsite?

Structure the time so the team looks backwards before it looks forwards, listens before it decides, and narrows before it commits. This is the sequence I use, with the time each block usually needs.

Over two days, the extra time goes mainly into blocks 4 and 5. Those are the two that move a room from discussion to commitment, and they are the ones most often cut short.

Start with last year's promises

Before discussing next year, put last year's plan on the wall and go through it item by item. Which commitments were delivered, which drifted, and which were quietly dropped? This takes less than an hour and changes the tone of everything that follows, because the team starts from evidence rather than ambition.

Separate strategy, plans, tactics, and wishes

Ask the team to sort every item on the board into four groups. A strategy is a choice about where to compete and what to give up. A plan is the work that makes the choice happen, and a tactic is a single move inside the plan. A wish is a target with no mechanism behind it, such as "double revenue" with nothing underneath it. Once the wishes are visible, they are much easier to challenge.

Let the CEO speak last

In the listening round, each leader answers three questions in turn: what is working, what isn't, and what they would change if the decision were theirs alone. The CEO listens and holds back until everyone has spoken. Leaders often raise things in this round that they have been holding back for months, and the rest of the two days builds on what they say.

Narrow to a small number of key result areas

Reduce the priorities to around seven key result areas, often fewer. Each one needs a measure, a quarterly milestone, and one person named as owner. Leaders give things up at this step, and it's the one most teams rush.

Choose values that the plan needs

Most companies already have values written down. At the offsite I ask a narrower question: what behaviour will this plan depend on when you hit a difficult quarter? The answers are shorter and more practical than the ones on the wall.

Use the SWOT to make trade-offs

Almost every offsite includes a SWOT, and most teams photograph it and move on. I use it to force three decisions: which strength next year is built on, which threat the team is prepared to live with, and which opportunity it will say no to in 2027.

How long does a strategy offsite take?

Two days is right for most leadership teams. One day is usually enough to reach agreement, while the second day is where people come back having thought overnight and are ready to commit to owners and deadlines.

If you only have one day, protect the listening round and the game plan. Shorten the mission and values session instead, and schedule a follow-up half-day within a month to finish it.

Who attends a leadership strategy offsite?

Invite the senior leaders who own functions, decisions, and results, usually no more than ten people. In larger groups, people present rather than discuss, and they speak more carefully.

Leave out anyone who is there only to observe. Include anyone who will own one of the key result areas, even if they are newer to the leadership team, because the plan will depend on them.

When is the best time to hold a strategy offsite?

The best time is Q4 or early Q1, while next year's plan and budget can still change. Once the budget is signed, it has already made many of the strategic decisions, one line at a time.

The other good time is whenever the leadership team is working hard in different directions. A common sign is a CEO who remains the final decision-maker on most things, even with a capable team around them. The CEO's guide to growth bottlenecks covers that pattern in more detail.

What does the team leave the offsite with?

The team leaves with a short set of written decisions. By the end of day two, there is:

  • One strategy, written in a paragraph a new hire could understand

  • Quarterly priorities for the year ahead

  • Key result areas, each with KPIs and a single owner

  • Clear decision rights, so leaders know what they can decide without the CEO

  • A 12-month execution roadmap

  • A 90-day mandate for the CEO and for each leader

Book the first follow-up before anyone leaves the room. Most plans are tested in the second or third week back, when day-to-day work returns and the first priority starts to slip.

A 10-minute check before you book your next offsite

Before planning the next one, ask each member of your leadership team to write down, without looking at any documents:

  1. The three top priorities agreed at the last offsite

  2. The one they personally own

  3. How it's measured and where it stands today

Compare the answers. If they differ a lot, the next offsite needs more time on narrowing and ownership and less on generating new ideas.

Planning a strategy offsite in Dubai

Dubai makes the logistics easy. Hotels in the Marina, Downtown, and on the Palm have meeting rooms, AV, and breakout spaces, and from October to April you can add an evening outdoors.

The harder part in planning the strategy workshop is what happens in the room. An offsite works when three things are settled before anyone books a venue: the one decision the team is there to make, who owns each priority when they leave, and who runs the session so the CEO can take part instead of chairing it.

Pick somewhere far enough that nobody can pop back to the office for an hour. Once someone leaves the room, the decision tends to leave with them.

If you'd like someone to run it, the 2-Day Leadership Strategy Workshop is built for a CEO and up to 10 senior leaders.
